Since 1992 the United Nation (UN) has paid attention seriously on the problem of global warming. There were 150 countries attending the Earth Summit in Rio de Janeiro. Then followed by The Japan Kyoto Protocol in 1994. And then followed by many other conferences. UN always attempts to support all countries in the world to strengthen an international cooperation to secure the world from a wider damage caused by the global warming.
Summit by summit, conference by conference certainly want to tell the world how urgent and critical is the problem of global warming to handle by the participation of all the governments united in United Nations.
As a member of United Nations Indonesia has been pointed twice to handle conference of Climate Change located in Bali. The first was at the period of President Susilo Bambang Yudoyono. And the second was at the recent Predident Joko Widodo.
Of course not to neglect the fact that the government at all levels have made the various programms to restrange the problem of the environmental degradation. But may be the programms are not so powerful in the implemention.
Personally I am attracted by the problem of water crisis that identified as one of the serious and critical impact of the global warming problem. This is not only regional, but also as a global crisis as stated by the leader of the National Climate, Meteorology, and Geophisics, Dwikorita Karnawati, January 18, 2022.
Long before at 2014 in Manggarai Regency, especially in Ruteng, I have noted some wells becoming dry because of the very hot season. The heat brought an impact on the water crisis.
Until now the cycle of water crisis is coming continously. It becomes as a regular complain and sadness for the villagers. And so as the wells dryness problem.
Since the summit by summit have no clear or sharp impact to the villagers or grass-root, especially in relation to the wells conservation, I have tried to mobilize the villagers in certain villages in the spirit of Green Belt Movement.
Really I was very glad on seeing the villagers work in some wells. But the problem arised later that there is no permanent maintainance of what they have done. The rest of their activity is dominated by telling the goodness of green belt movement and not the real result of it.
The above problem has inspired me to promote Ecological Barong Wae Ceremony in my own kampoeng. By the moment of traditional Barong Wae Ceremony I inserted an activity of the well conservation by planting some local conservative trees. The activity went on successfully in October 2015. No one can make sure the continuity of this activity.
But let me say that the two best practices of mine related to the wells conservation have told me a set of important aspects. For example the bewareness of enforcement is still a serious problem in the villages. Accompanying by the outsiders of the villagers is another important factor for the success of the activity.
I have still another dream to bring the international summits nearer to the grass-root with the focus on the wells dryness problem. This I call the villagers conference on the wells.
At the conference, the competent man of various religion need to spread the religion opinion and responsibility regarding with the wells existence. This is to avoid an impression that the environmental problem including the wells problem is only the responsibility of certain religion.
The competent man in Manggaraian culture should talk about the wells problem viewed from the Manggaraian culture.
The attendance of an expert of the land and water conservation is important to enlighten the villagers.
And the last but not the least, let the villagers talk and identify the problems they see themselves arround the wells they have.
I think the model of this conference be said as the bottom model conference. And certainly it will be very different with the international conferences done by the intergovernmental sponsorship.
I am beware of one thing that it is not easy to make a dream becoming a reality.
But why not the conference like this?
